GENTEXT/REMARKS/1. The Deputy Commandant for Aviation is committed to the Marine Aviation Transition/Conversion (T/C), UAS and Field Accession program.  This MARADMIN seeks applications from those motivated professionals who desire to expand and challenge themselves by transitioning, converting or entering the 75XX or 73XX aviation occupational fields.
2. A board will convene on 10 June 2019 and will select applicants For FY20 aviation Military Occupational Specialty (MOS) training. The Deadline for applications is 24 May 2019. In addition to the strengths and abilities of each applicant, board members will consider MOS inventory health, and career timing as significant variables for selection. The current conditions of MOS inventory in conjunction with the current state of aviation readiness may significantly impact an applicant’s chances despite the merits of their past performance and capabilities. Opportunities for some programs and from some MOSs may be reduced to zero if an applicant’s availability in FY20 are better for the Marine Corps to stay in their current MOS. As a result, correspondence with PMOS monitors is mandatory and specific requirements are outlined in paragraph 8.b.4 of this message. Despite these conditions, all who can demonstrate that their entrance or transition in aviation is in the best interest of the Marine Corps are encouraged to apply.
3. The following programs are available for active duty Marine officers (read in three columns):

4. Eligibility details:
4.a. In accordance with reference A, officers with no more than 13 years commissioned service (YCS) as of 1 Oct 2019 will be considered.
4.b. Applicants must complete the appropriate class medical physical listed in the Aeromedical Reference and Waiver Guide. Applicants must ensure any medical waivers are up to date in their medical record.
4.c. Minimum acceptable Aviation Standard Test Battery (ASTB) scores:
4.c.1. 7599 applicants must receive a 4 or higher on the Academic Qualification Rating (AQR) and 6 or higher on Pilot Aptitude Rating (PFAR).
4.c.2. 7315 applicants must receive a 4 or higher on the AQR and 6 or higher on either the PFAR or FOFAR.
4.d. In accordance with reference C, applicants must have 18 months time-on-station (TOS) when the board convenes on 10 June 2019.  TOS exceptions from MMOA, such as for applicants on one-year PCS orders, should be documented prior to the board.
4.e. Applicants must be able to execute orders in FY20. Training completion is also expected in FY20 with exception to SNA and some UAS selectees. Inability to meet these timeline requirements may result in forfeiture of FY20 selection and the fleeting up of an alternate. PCS and training dates will be coordinated by MMOA once the final results are posted.
4.f. Applicants must not have been previously selected for aviation T/C program.
5. Some applicants are eligible for multiple programs, those applicants can select and rank multiple programs.
6. The following active duty service obligations (ADSO) apply (read in two columns):
     MOS                    ADSO
6.a. 7518, 7556, 7532       60 months
6.b. 7315                   72 months
6.c. 7599                   96 months
6.d. ADSO starts upon designation as a Naval Aviator or upon being awarded the 7315 PMOS for RQ-21 or MQ-9.
6.e. ADSO will run concurrently with existing obligations (e.g., PCS, WTI).
6.f. For all selectees, a new active duty service contract (ADSC) shall be initiated with MMOA prior to issuance of PCS orders. The ADSC will be included in the selectees OMPF.
7. Those previously eligible for the Aviation Bonus (AvB) will retain eligibility under their current MOS until being awarded a new primary MOS. Subsequent eligibility for AvB under a new primary MOS can be coordinated with MMOA if applicable. Selectees for 7315 who were previous 75XX will no longer meet the eligibility requirements  for Aviation Incentive Pay.
8. Application Requirements:
8.a. Current photo (within 1 year of the application deadline) must be included in an applicant’s OMPF.
8.b. Applicants shall complete an online application by navigating to: https:(slash)(slash)go.max.gov/FY20AVIATIONBOARDS
8.b.1. A copy of a signed and current medical upchit (DD2992) that indicates eligibility for the programs listed in the application.
8.b.2. Command endorsements should include the first general officer in the applicant’s chain of command and should address the aviation abilities or potential of the applicant. Endorsements should address the command assessment on the applicant PCSing in FY20, career timing implications and the applicants PME status. If the applicant is not PME complete for grade, a note shall be made as to the applicants plan to complete PME prior to being considered on their respective promotion board.
8.b.2.a. When seeking command endorsements, applicants should generate an administrative action (AA) form that contains the information provided by the applicant in the online application.  This AA form should be submitted with the signed endorsements.
8.b.3. Letters of recommendation are highly encouraged.  Applicants currently assigned to DIFDEN billets (i.e. FAC, staff, resident school, etc.) must include an endorsement from the commanding officer from their last flying assignment.
8.b.4.  Copy of email statement from PMOS monitor stating the Officer meets TOS requirements, is not in receipt of orders, career timing supports, and is eligible to apply.
8.c. Those applicants unable to submit applications online may submit an AA form application via email to the ASM-30 POC indicated above.
9. Selection results will be announced by MARADMIN at the earliest possible date after the conclusion of the board proceedings.
10. This bulletin is not applicable to the Marine Corps Reserve.
11. This bulletin is cancelled 1 Oct 2019.
