GENTEXT/REMARKS/1.  Purpose.  To announce the 2023 Liz Blanc Exceptional Sexual Assault Prevention and Response Victim Advocate (SAPR VA) of the Year.  Elizabeth “Liz” Blanc was a Department of Defense (DoD) professional who dedicated her life to supporting victims of sexual assault before passing away after a long battle with cancer.  The award was named after Liz in 2020 to honor her immeasurable impact on the DoD.
2.  Background.  Each year the DoD recognizes individuals (military or civilian) from each military Service and their respective reserve component, who are selected as the Exceptional SAPR VA either on an installation, a deployed environment, or in a reserve component. 
3.  Congratulations to 2ndLt Jason Hanna, U.S. Marine Corps Forces Combat Logistics Regiment 2 (CLR2), on selection as the 2023 Liz Blanc Exceptional SAPR VA. 
4.  2ndLt Hanna exemplified his extraordinary commitment to providing sexual assault survivors with quality support by leading the initiative to execute a comprehensive SAPR Program for CLR 2.  2ndLt Hanna’s extraordinary actions on behalf of the DoD SAPR program have directly impacted CLR2, Second Marine Logistics Group (2D MLG), and the Marine Corps Base Camp Lejeune Installation SAPR office.  He volunteered to provide SAPR victim advocacy throughout 2D MLG when units' SAPR VAs were on temporary additional duty and led multiple annual trainings for his unit to ensure training readiness as well as provided annual training for adjacent units.  2ndLt Hanna volunteered multiple times to speak on the SAPR VA panel for the 40-hour SAPR VA course, served as his command’s administrative point of contact to the 2D MLG SARCs, and worked with his command’s Marines.  2ndLt Hanna demonstrated excellence by establishing a collaborative partnership with Coastal Carolina Neurological Clinic to develop a stronger sexual assault response team.  In addition, he actively participates in the 2D MLG SAPR Empowerment group that discusses courses of action to continually improve and grow the SAPR program by raising awareness throughout the year. 
5.  All nominees are commended for their outstanding service and commitment to the SAPR Program.
