GENTEXT/REMARKS/1. Purpose. Per ref (a), this MARADMIN provides background information on the Foreign Visit System (FVS) Office of Primary Responsibility (OPR) policy changes.  This includes a background of current FVS OPR policy as well as discussion of recommended changes.
2. Background.
2.a. The Department of Defense (DoD) FVS, operated and maintained by Defense Technology Security Administration (DTSA), provides staffing and database support for processing and recording of Foreign Visit Requests (FVR) by foreign nationals to DoD activities or authorized contractor facilities.  The FVS OPR, as it relates to the foreign visit approval process, makes decisions based upon review of applicable policies and staffing recommendations received, and enters any applicable disclosure restrictions and guidance into FVS as recommended by hosting commands.  As outlined in ref (a), DC PP&O (PL) acts as FVS OPR for all extended visits, such as exchange and liaison officers, and DC I (IID) acts as FVS OPR for all one-time and recurring visits.  IID also serves as the Defense Visits Office (DVO), responsible for initial reception of all requests, overall Service foreign visit policy, and representing to DTSA all Service interests regarding the International Visits Program.
2.b. The FVS OPR makes a final decision on each FVR based upon review of applicable policies and recommendations received from staffing, screening, and vetting (when appropriate).  To maximize continued success going forward, FVS OPR authority for one-time and recurring foreign visits must now expand to include Marine Corps Forces Command (MARFORCOM), Marine Corps Forces Pacific (MARFORPAC), and Training & Education Command (TECOM).
2.c. The majority of foreign visits are conducted at commands or units that fall outside the direct authority of HQMC and typically under the authority of MARFORCOM, MARFORPAC, and TECOM.  These visits typically include the Marine Expeditionary Forces and subordinate commands/elements; Marine Corps-hosted combined exercises at Camp Pendleton, Camp Lejeune, and/or Twentynine Palms; and visits to USMC schools or other training locations.  MARFORCOM, MARFORPAC, and TECOM have established Foreign Disclosure programs, one or more appointed Foreign Disclosure Officers, and experience managing FVS as non-OPRs.
3. Execution.
3.a. FVS OPR authority will expand to include the two current FVS OPRs (DC I (IID) and DC PP&O (PL)), in addition to MARFORCOM, MARFORPAC, and TECOM.
3.b. DC I (IID) continues as the DVO, receiving all initial assignments, screening for identifiable issues, and transferring to the appropriate OPR. They also will act as the OPR for all other visits not otherwise covered below.
3.c. DC PP&O (PL) continues as FVS OPR for all extended visits, as well as additionally serving as OPR for one-time and recurring visits to HQMC.
3.d. MARFORCOM, MARFORPAC, and TECOM become the FVS OPRs for one-time and recurring visits to all commands, organizations, facilities, and installations under their command.
3.e. This change goes into effect immediately upon publication of this MARADMIN and the next Marine Corps Order revision will reflect this change.
