GENTEXT/REMARKS/1. Purpose. The purpose of this MARADMIN is to solicit nominations for the FY23 Marine Corps Warfighting Lab Experiment Division Fellowship Program (MCWL EXDIV Fellowship). The fellowship will be conducted for six months from 10 April to 30 September 2023. This fellowship brings the skills, experience, and perspective of exceptional Marines from across the Marine Corps to plan, execute, and analyze live-force experiments in support of MCWL. In turn, fellows will gain insight on future concepts and technologies; learn skills in conducting live-force experimentation, exercise planning, and adjudication that can be leveraged during future training events; and enhance personal and professional development. Fellows will be part of various experiments held at different locations.
2. Background. MCWL generates and examines threat-informed operating concepts and capabilities, providing analytically supported recommendations to inform subsequent force design and development activities. MCWL EXDIV plans, executes, and analyzes the results of concept-based live-force experiments in order to inform the Deputy Commandant, Combat Development & Integration requirements process and the efforts of other organizations to advance Marine Corps capabilities. Results include the assessment of emerging concepts and capabilities; development of new and innovative tactics, techniques, and procedures; and recommendation of improvements to current and future organizational structures and training.
2.a. MCWL EXDIV fellows will contribute to the assessments and recommendations by providing their technical MOS expertise and operational experience in observation, analysis, and reporting along MCWL lines of effort. Fellows will participate in the planning, execution and reporting of activities involved with live-force experiments conducted in field environments with FMF units. Currently, EXDIV focus areas are on Phase II of the Force Design 2030 Infantry Battalion series of experiments and on experiments in association with bringing the new Marine Littoral Regiments to initial and full operational capability. In short, the fellowship provides Marines the opportunity to be a part of shaping the future of the Marine Corps.
3. Eligibility
3.a. Rank/MOS: All interested active-duty corporals to lieutenant colonels as well as warrant officers are encouraged to apply. All MOSs are eligible to apply. The fellowship is seeking three Marines: (1) NCO, (1) SNCO, and (1) Officer.
3.b. Experience: All applicants should be considered highly competitive for promotion. MOS credibility and recent operational experience are beneficial.
3.c. Education: Applicants must be PME complete for their grade. No additional academic requirements are necessary, but any additional education will be positively viewed.
3.d. Applicants must inform their chain of command of their intent to apply. Chain of command information is required on the application. The chain of command will be notified of the applicant's intent to participate in the fellowship program.
3.e. Security Clearance: A secret or higher clearance is required for all applicants.
3.f. Applicants' medical and legal status must be full duty without any pending legal issues.
3.g. Applicants should be comfortable interacting with senior DoD personnel, from general officers to senior executive service personnel.
4. Submission/Selection Process
4.a. 17 Feb: Online application is open. Application is open until 2359 on 3 March. The online form will take approximately 15 minutes to complete. The link requires access to MCEN via Common Access Card (CAC), but applicants do not require a MCEN account to submit.
4.b. 4 Mar: Board Convenes. Fellowship OIC and NCOIC will screen applications for requirements. Finalists will be briefed to EXDIV and MCWL leadership for final selection.
4.c. 8 Mar: Fellows will be contacted. Unit coordination and the orders process will begin.
4.d. 10 Apr: Check-in to MCWL.
5. Funding. TAD funding provided by MCWL. Fellows should expect to travel from Quantico in support of MCWL up to 50% of the time.
6. Orders. Parent commands will generate reporting (TAD) orders to MCWL/FD. All participants traveling on TAD orders will require a valid military ID and activated government credit card.
