GENTEXT/REMARKS/1.  As announced by reference (a), the FY 2023 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board will convene on 17 January 2023 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 7 weeks.  The information in this Marine Administrative Message (MARADMIN) pertains to members of the Career Designated Active Reserve (AR) Program only.
2. Limited Tour AR.  Marines serving on the AR program with Limited Tour/Assignment Orders will not compete for promotion within the AR category but will compete within the Selected Marine Corps Reserve (SMCR) category by Primary Military Occupational Specialty (PMOS).  The allocations and zones for SMCR and Individual Ready Reserve (IRR) Marines were published in MARADMINs 555/22 and 577/22.
3. In accordance with reference (b), all correspondence submitted to the President of the board must be received no later than 10 calendar days prior to the board convene date.  Communications received after 2359, Eastern Standard Time (EST) on 7 January 2023 will not be submitted to the board.  Additional details about submitting correspondence to the President of the board can be found in paragraph 12.c. below.
3.a.  The deadline to ensure that all Marine Corps Total Force System (MCTFS) and Offical Military Personnel File (OMPF) related information is up-to-date is no later than 2359, EST on 16 January 2023.
4.  This MARADMIN contains the selection allocations and zones for Career Designated AR Marines only and will further be referred to as AR.
5.  Professional Military Education (PME).  In accordance with reference (c), the PME requirements for promotion to master gunnery sergeant through staff sergeant are as follows:
5.a.  Active Reserve (AR)
5.b.  PME requirements for AR Marines are the same as the active duty requirements.
5.c.  Sergeant:  complete the Sergeants School Distance Education Program EPME5000, and either the Resident Sergeants School or Sergeants School Seminar Program.
5.d.  Staff Sergeant:  complete the Career School Distance Education Program EPME6000, and either the Resident Career School or Career School Seminar Program.
5.e.  Gunnery Sergeant:  complete the Advanced School Distance Education Program EPME7000, and either the Resident Advanced School or Advanced School Seminar Program.
5.f.  Master Sergeant:  complete the First Sergeant and Master Sergeant Regional Seminar.
5.g.  Clarification to resident PME requirements.  The CDET Enlisted College Distance Education Seminar Programs are equivalent to their respective Staff Noncommissioned Officer Academy (SNCOA) resident school.  Additional information about Enlisted College Distance Education Seminar Programs can be found in references (d) through (f).
5.h.  All Marines who are eligible for consideration by the Reserve SNCO Promotion Selection Board must have PME requirements completed no later than 2359, EST on 16 January 2023.  It is critical that eligible Marines ensure PME course completion information is included in their OMPF and on their Master Brief Sheet (MBS).  Marines that are PME incomplete or missing evidence of PME completion in their record will be ineligible for promotion and selection.  Evidence of PME completion within a Marine's record is defined as the applicable school code in the Marine Corps Total Force System (MCTFS) and course completion certificate in the OMPF.
6.  Per references (g) and (h), all Marines who are serving or have served in a Special Duty Assignment (SDA) billet Military Occupational Specialty (MOS) of 0911, 8411, 8421, 8156, 0913, 8152, and 8154 will be exempt from completing the resident PME course requirement for a period not to exceed 365 days upon transfer from the SDA tour.  Marines who rate the SDA waiver at the convene date of the board will continue to rate the SDA waiver the duration of the board.  This includes Marines serving at Officer Candidate School (OCS) Quantico, VA and Officer Training Command Newport (OTCN), specifically in a 0911 billet, in a permanent personnel capacity.  Marines serving in an SDA billet MOS of 0911, 8411, 8421, 8156, 0913, 8152 and 8154 are still required to complete all non-resident PME requirements.  In accordance with references (c), (g), and (h) the PME waiver applies to Marines who have been relieved, i.e., Relief For Cause (RFC) or Good Of Service (GOS).
7.  Zones and Cutoffs.  All members of the AR Program in the grades of sergeant through master sergeant who meet the Date Of Rank (DOR) and Armed Forces Active Duty Base Date (AFADBD) cutoffs shown in paragraph 10 will be considered for selection to the next higher grade.
8. The table below lists the Military Occupational Specialties (MOS) that "feed to" the PMOS at the next higher grade indicated.  Per reference (i), paragraph 3200.3d, a sergeant with a basic MOS who has been approved for a lateral move or prior service MOS retraining program will not be considered for promotion to staff sergeant.  Marines who have a PMOS listed in column (a) as a feeder MOS will compete for promotion to the PMOS listed in column (b), provided they meet the eligibility requirements listed in paragraph 10.  Note:  The AR program does not rate PMOS 8422 staff sergeants, however, they are allowed to join the program.  The 8422 population is considered a critical MOS in the AR program and therefore authorizes staff sergeants to join the population prior to holding the rank of gunnery sergeant.  Staff sergeants in the 8422 population will maintain their previous PMOS until they are promoted.  Those who meet the time-in-grade/time-in-service when the promotion board is in session are eligible.  Packages for 8422 staff sergeants will be screened using their 8421 Intended MOS (IMOS), vice their PMOS.

10.a.  The above zone contains Marines who have previously received consideration in the promotion zone and failed selection.
10.b.  Lateral Moves.  Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrong zone (because of the adjusted DOR or lateral move) must notify CMC, Manpower Management Promotion Branch, Enlisted Promotions Section (MMPR-2), in writing, prior to 2359, EST on 16 January 2023.
10.b.1.  Marines who have made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
10.b.2.  Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/PMOS and will be deleted from the board population.  These Marines will compete on the following year's board, if eligible.
10.b.3.  Marines who are selected in the incorrect PMOS by a board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct PMOS.  Paragraph 3603 of reference (i) applies.
10.b.4.  All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the PMOS assigned on the day prior to the convening date of the board per paragraph 3100.3 of reference (i).  MOS changes will not be made after the date of this MARADMIN without the prior approval of CMC, Reserve Affairs Policy, Plans, and Programming Branch (RAP).
10.b.5.  Questions regarding category, PMOS allocations, zones, and AFADBD cutoffs should be addressed to CMC, Reserve Affairs Plans Section (RAP-2) listed in paragraph 17.d.
11.  Eligibility:
11.a.  Special consideration in conjunction with a transfer to Fleet Marine Corps Reserve (FMCR).  In accordance with references (j) through (l), Marines who are approaching service limits or who have twice failed selection who are required to request transfer to the FMCR, and already have a pending or approved transfer to FMCR date may request special consideration via naval correspondence to the CMC, Separation and Retirement Branch, Active Duty Retirement Section (MMSR-2) provided their End of Active Service (EAS) is after the scheduled adjournment date of the promotion selection board.  A request for special consideration must be submitted to CMC (MMSR-2) prior to the convening date of the board.  Those who do not qualify for an active component retirement and have 20 total satisfactory years of service may contact CMC, Reserve Retirement Section (MMSR-5) for a Reserve retirement awaiting pay at age 60.  Special promotion consideration will not authorize a Marine to go beyond service limits.
11.b.  The following Marines will not be eligible for promotion consideration:
11.b.1.  Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR.
11.b.2.  Marines who are required to transfer to the FMCR due to declining Permanent Change of Station (PCS) Orders, or who have declined to reenlist/extend to carry out PCS or Deployment Orders.
11.b.3.  Marines authorized early approval of transfer to the FMCR (greater than 14 months prior to their transfer date).
11.b.4.  Marines who have previously been selected for promotion and refused to accept the appointment.
11.c.  Active Reserve (AR) Enlisted Career Force Controls (ECFC).  Reference (j) provides AR ECFC policies based on current environment.  In accordance with reference (m), draw case codes for failure of selection have been created by category.
11.d.  Enlisted to Officer Programs.  Warrant Officer Selects who have not been appointed, Marines in the Meritorious Commissioning Program Reserve (MCPR) and Marines accepted in the Reserve Enlisted Commissioning Program (RECP) are eligible for noncompetitive consideration for promotion by this board, provided they meet all other eligibility requirements.  Identification of noncompetitive eligibility of these Marines will be provided by Marine Corps Recruiting Command (MCRC-ON/E) to CMC (MMPR-2) who will then forward the records of all eligible Marines to the board.  Paragraph 1100.29 and chapter 3 of reference (i) apply.
11.e.  Prior Service Consideration.  Marines who do not meet the below zone cutoff but believe they should be considered eligible by virtue of prior service, should review paragraph 3202 of reference (i).  Marines must submit a request for prior service consideration to the CMC (MMPR-2) by 2359, EST on 16 January 2023.  Figure 3-4 of reference (i) contains the required format for the request.  Late submission of requests for consideration based on prior service will be filed without action.  Command endorsement is not required.
12.  Board Preparation Guidance.  Even though Marines are subject to an ever-increasing pace of deployments and operational commitments, they still have an obligation to prepare for promotion consideration.  Marines are advised to review reference (n) for guidance regarding submission of information, auditing the OMPF, MBS, and fitness reports prior to the convening date of the board. Although mentioned in reference (a), Marines are reminded of the following:
12.a.  Personal Responsibilities.
12.a.1.  Review of OMPF.  Marines are personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes.  Marines are responsible for conducting an audit of their records prior to the convening date of a promotion selection board.  Reserve Marines may perform a self audit by going to the Manpower and Reserve Affairs web site and clicking on Reserve Marine, then on Personnel Management (RAM) link.  Once on the link, click on Individual and Reserve Programs (RAM-3), click on Career Counseling, then click on the blue link labelled Individual Career Management.
12.a.2.  Accessing the OMPF.  The most expeditious means of accessing and viewing the OMPF and MBS is through OMPF online via MOL.  The MBS can also be obtained through the Manpower Management Records and Performance Branch (MMRP) web site.  Reference (n) provides amplification to assist in determining what documents are appropriate for inclusion in the OMPF.  The home screen of the MOL OMPF module states, the documents included there, with the exception of the “Field” tab and the "RS/RO Profile" tab, are the same documents that will be viewed by a promotion selection board. Marines are responsible for ensuring any documents in their "Field" tab they want the board to view are moved into their "Commendatory/Derogatory" tab.
12.a.3.  OMPF Document Submission Guidelines.  Marines are personally responsible for correcting deficiencies, missing information, or illegible documents present in either the OMPF or MBS with CMC, Records Management Section (MMRP-20).  Per reference (n), ensure any material sent to CMC (MMRP-20) for filing in the OMPF contains full name, grade, and full Electronic Data Interchange Personal Identifier (EDIPI).  If the EDIPI is not on the material, then the material may or may not be filed in the OMPF in time to go before the promotion selection board.  If the EDIPI is unknown, Marines may use the last four of their SSN.  Any additions or deletions from their OMPF or MBS within the 12-month window should also be verified to ensure the accuracy and completeness of their record.  OMPF documents may be e-mailed as a PDF attachment or faxed to CMC (MMRP-20).  OMPF documents may also be mailed to CMC (MMRP-20), however, inclusion in the OMPF is substantially faster if the documents are either e-mailed or faxed.  See paragraph 17 (MMRP) for OMPF inquiries and document submission points of contact.
12.a.4.  OMPF Document Submission Timelines.  It is imperative that documents submitted to CMC (MMRP-20) for inclusion in the OMPF within 60 days of a promotion selection board be conspicuously marked" contains documents for FY 2023 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board" with the exception of fitness reports, all OMPF documents must be forwarded to and received by CMC (MMRP-20) at least two weeks prior to the convening date of the promotion selection board in order to allow processing time to the OMPF.  The OMPF and MBS are distributed to the boardroom at least one week before the board convenes.  Board eligible records continue to be updated until the convening date of the board, however, Marines are highly encouraged to submit all material no later than two weeks prior to the board for which they are eligible.
12.a.5.  Career Counselors.  RAM-3 Career Advisory Cell provides OMPF review and career counseling for all members of the Reserve Component (AR, SMCR, IMA, IRR).  To request counseling services, send an email to [email protected] with your name, EDIPI, contact information and service you are requesting.  CMC, Reserve Affairs Management (RAM-3) contact information is listed in paragraph 17.d.2.
12.a.6.  Career Retirement Credit Record (CRCR).  The CRCR provides documentation displaying if a Marine has achieved the applicable minimum point requirement.  The CRCR is a quantitative measure of active participation, summarizes retirement qualification and is used as a continuation eligibility determinant.  It is the responsibility of each Marine to ensure the CRCR is accurate and certified prior to the convening date of the board. Per reference (o), screening will be conducted annually.  Marines should identify discrepancies and provide updating or modifying CRCR information to their inspector-instructor or commanding officer during these screenings.  Reserve unit commanders will correct discrepancies via the unit diary.  Marines can view their CRCR via MOL.  Per reference (o), corrections must be annotated and returned by the command with supporting documentation (muster sheets, orders, historical NAVMC 798's, etc.) to Marine Corps Individual Reserve Support Activity (MCIRSA) listed in paragraph 17.e.
12.b.  Commander’s Responsibilities.  In addition to being mindful of the eligible Marine's responsibilities, commanders must also:
12.b.1.  Ensure this MARADMIN and subsequent convening MARADMINS are available to all Marines under their command.
12.b.2.  Encourage all eligible Marines to understand the current category being considered, and to review their OMPF, MBS, and MCTFS data.
12.b.3.  Ensure all reporting officials comply with the fitness report timelines noted in reference (p).
12.b.4.  Assist Marines with missing fitness reports or corrections to fitness reports.
12.b.5.  Remind Marines to prepare for their board prior to deployment.
12.b.6.  Understanding that some Marines may require additional support to prepare for their board, encourage Marines to contact the career counselor section (RAM-3) for assistance.
12.b.7.  Immediately notify CMC (MMPR-2) via naval correspondence of eligible Marines who have an erroneous DOR, AFADBD, or reserve component code in MCTFS to preclude erroneous consideration or nonconsideration in addition to reporting the correction via MCTFS.
12.b.8.  Commanders must promptly report to CMC (MMPR-2) via naval correspondence any approved MOS changes for eligible Marines that occur during the board, this includes reporting failures of MOS producing schools.
12.b.9.  Counsel all Marines who request not to be selected per paragraph 3102.2e of reference (i).  Paragraphs 3100.3j and 3102.1c provide amplification and also outlines additional responsibilities for commanders regarding the counseling of Marines on the promotion process.
12.b.10.  Promptly report any Marine eligible for this board who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports.  Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary or courts-martial results of trial is released by military justice officer, or a Marine is found guilty at Non-Judicial Punishment (NJP) and punishment is reported on unit diary, or civilian court proceeding, or counseling documentation is placed in Marine's OMPF. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request.  Naval correspondence will be submitted to CMC (MMPR-2) giving a full, detailed accounting of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command.  Naval correspondence should also be submitted regarding any eligible Marine who is administratively reduced, discharged, or is assigned to the Body Composition Program (BCP).  Commanders are also reminded to make appropriate MCTFS entries, if warranted.
12.c.  Communication With The Board.  Marines are entitled and encouraged to correspond directly with the President of the promotion selection board regarding any issue pertaining to their record that they feel needs clarification or explanation.  Additionally, it is the Marine's responsibility to correspond directly with the President of the selection board if there is classified information in their record that they wish to be viewed by the board.  Classified information will not be viewed by the board without the request from the Marine in the form of a letter to the President of the selection board.  Such personal communications must be received or hand-delivered to Harry Lee Hall no later than 2359, EST on 7 January 2023 in accordance with reference (b).  Reference (b) states, in part, that Marines may send written communication to the board, to arrive not later than 10 calendar days before the date the board convenes.  See paragraph 17 for physical mailing address, e-mail address, and fax number.
12.c.1.  Marines may submit communications via U.S. Mail, priority or next day mail, or fax.  However, Marines should be aware that U.S. Mail, priority mail and next day U.S. mail is not delivered directly to Harry Lee Hall.  Therefore, anticipate a 2-3 day lag time for further delivery to Harry Lee Hall.  Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays.  Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC (MMPR-2).  Ensure the e-mail subject line reads "Update Material for the FY 2023 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board.
12.c.2.  Update Material.  Marines may submit any information or material they deem important for consideration before the board.  Be advised that OMPF material sent directly to the President of the board does not become part of a Marine's OMPF.  Update material sent to the President of the board is destroyed upon final approval of the board.  Do not send fitness reports directly to the promotion selection board.
12.c.2.a.  Update material must be submitted under cover letter with the update material as enclosures (a sample cover letter is available at the Enlisted Promotions home page).
12.c.2.b.  The cover letter must be addressed to President, FY 2023 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board (see paragraph 17 for complete address).
12.c.2.c.  Update material must be from the eligible Marine.
12.c.2.d.  The Marine must personally sign the cover letter. Material submitted without a cover letter, unsigned, or received after 2359, EST on 7 January 2023 will not be submitted to the board.  Provide your EDIPI on ALL correspondence in order to achieve positive identification and proper distribution of the material for consideration.  Properly label file attachments as (EDIPI_ltrtoboard).  If more than one file attachment is applicable, label additional files using arabic numerals enclosed in parenthesis, i.e. EDIPI_ltrtoboard(2).
12.c.2.e.  Update Material Receipt Verification.  Marines are personally responsible for ensuring CMC (MMPR-2) has physically received update material before 2359, EST on 7 January 2023 and may verify receipt of the material sent to the President of the board via the Enlisted Promotion home page or by contacting CMC (MMPR-2).  This website will populate within one week of the convening date.  In order to verify receipt of material sent to MMRP, (i.e. update material for inclusion to the OMPF) go to OMPF online via MOL.  This site updates within approximately 24 hours after the material is received.  MMRP will push the information to the digital board room.
13.  Accelerated Fitness Reports.  All current grade sergeants and staff sergeants who have been properly recommended for accelerated promotion on fitness reports with periods ending between 19 January 2022 through 16 January 2023 will be considered for accelerated promotion by the promotion selection board per references (i) and (p).  Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (p) and the timely receipt of the fitness reports by CMC, Performance Evaluation Section (MMRP-30), i.e. within 30 days after the end of the reporting period.  Per reference (i), failure to meet these requirements in a timely manner will not constitute remedial consideration for the Marine reported on.
13.a.  Fitness Reports.  Fitness reports are due to CMC (MMRP-30) by the timelines noted in reference (p).  The due date for fitness reports by rank is 90 days prior to the convening date of that board.  Fitness reports whose to date was prior to the convene date of the respective board and was pending RS/RO remarks and approval from MMRP, but was not complete until after the convene date of the board will be provided to the board as an update once processing is complete.   For fitness reports to become part of the OMPF, the reports must be submitted to CMC (MMRP-30).  The Automated Performance Evaluation System (APES) is the primary means of submitting fitness reports, however, reporting officials may e-mail PDF copies to the MMRP-30 organizational mailbox so long as the mailer's e-mail account can be confirmed as either the reporting senior's or reviewing officer's .mil e-mail address.  If mailing a paper version of a report to HQMC, it is imperative that the forwarding envelope be conspicuously marked "Contains Fitness Reports for FY 2023 Active Reserve (AR) Staff Noncommissioned Officer (SNCO) Promotion Selection Board."  Timely submission of fitness reports is critical for board eligible members as CMC (MMRP-30) will need time to review reports for accuracy and compliance. Commanders are ultimately responsible for the timely submission of fitness reports to CMC (MMRP-30) and ensuring that all fitness report timelines noted in reference (p) are followed.  Per reference (i), failure to meet these requirements in a timely manner will not constitute remedial consideration for the Marine reported on.
13.b.  Date Gaps.  Correction of date gaps must be accomplished in accordance with chapter 9, paragraphs 2.g and 2.h(2) of reference (p).  If missing reports are less than one year old, a reconstructed original is required.  Copies of completed reports over one year old, must have all pages certified as true copies by either one of the reporting officials (RS/RO).  For completion and submission of reports that are over one year old it is preferable that the original reviewing officer complete the report.  However, CMC (MMRP-30) may act as the reviewing officer on reports that are not adverse on a case by case basis.  Marines are reminded that requests for administrative changes to their fitness report records may take up to 30 days for completion.  Due diligence for report correction timeliness rests solely on the Marine making the request.
13.c.  Adverse Reports.  Adverse reports must be reviewed per the provisions of chapter 5 of reference (p).
13.d.  Classified Reports.  Eligible Marines whose records containclassified reports should notify CMC, (MMPR-2) soonest possible.  Notification should include the Marines full name, EDIPI, grade, occasion and dates of the report(s).  Upon notification CMC, (MMPR-2) will confirm with the appropriate agency of the existence of the report(s), and as required, ensure for its consideration by the board.
13.e.  Height and Weight Standards.  Eligible Marines must be in compliance with the height/weight standards prescribed in reference (q).  Per reference (r), fitness reports must contain a directed comment of height/weight status in Section I of the fitness report regardless if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits.  Marines who exceed the height/weight standards, and whose fitness reports do not include body fat information, must provide official documentation reflecting body fat percentage to the President of the board.
14.  In accordance with reference (s), any Marine selected for promotion by the FY23 Reserve SNCO Promotion Selection Board must have at least 24-months of obligated service remaining on contract beginning on the date of their promotion.
15.  FY 2023 AR 2P SNCO Continuation Board.  Reserve Affairs Management Branch (RAM) will convene the FY 2023 AR 2P Continuation Board immediately following the FY 2023 AR SNCO Promotion Selection Board.  All AR SNCOs who have been passed twice or more for promotion and have less than 18 years of active service will be considered for continued service on the AR Program.  Marines with multiple passes who were previously approved via a continuation board to be retained on the AR Program up to the end of their current contract will also be screened for continued service.  Upon release of the promotion selection board results, AR SNCOs passed twice or more for promotion are directed to enroll and complete transition readiness requirements.  Chapter 3, paragraph 9 of reference (t) applies to sergeants who have been passed twice for promotion.
16.  Post Continuation Board Process.  Reserve Affairs (RA) will publish a MARADMIN with the Marines selected for continuation. RA will adjust the End of Active Service (EAS) of AR Marines who are not selected for continuation to 1 November of the same calendar year and will be assigned a Draw Case Code (DCC) of BP, “AR CONTINUATION BOARD RELEASED”.  Marines selected to be retained will be assigned or maintain the DCC of BT “TWICE PASSED OVER FOR PROMOTION (AR)” and will be eligible for future promotion opportunities.  Marines approved for continuation and not selected for promotion will be screened each year on the continuation board to determine eligibility of further service on the AR Program.
16.a.  Involuntary Separations Pay Process.  Per reference (u), AR Marines who meet the criteria for involuntary separations pay will submit a reserve retention request via the unit Career Planner by utilizing the Total Force Retention System (TFRS).  The reserve retention request will include the completed involuntary separations pay checklist and applicable documents in accordance with the Reserve Reenlistment, Extension and Lateral Move (RELM) processing and submission guidelines TFRS message.  Career Planners will utilize the involuntary separations pay checklist that is located within the TFRS Reserve Form section.  Per reference (v), paragraph 3.1.a. (5), Marines approved for involuntary separations pay will sign the mandatory disclosure statement by completing a page 11 entry.  The command will enter the page 11 entry into the Marine's OMPF and include a copy within TFRS prior to archiving the RELM.
16.b.  Continuation in the Reserve Component.  Per reference (t), contractual time in the Reserve Component does not guarantee continued service in the AR Program.  Any determinations for continuation in the AR Program are based on the current needs of the AR program.  A transfer from the AR to a drilling status in the Selected Marine Corps Reserve (SMCR) or the Individual Ready Reserve (IRR) is not a discharge from the Marine Corps Reserve and is non-punitive.  Marines who are not approved for continuation are encouraged to continue participating in the Reserve component to include mobilizations in support of valid Marine Corps requirements.  SMCR, Individual Mobilization Augmentee (IMA) and IRR promotion opportunities may be available based on the needs and annual requirements of the Marine's Primary Military Occupational Specialty (PMOS).
