GENTEXT/REMARKS/1. Purpose. To provide guidance for the Early Reenlistment Authority (ERA) program.
2. Objective. The ERA creates an opportunity for first-term Marines to solidify future plans and take ownership of their career at an earlier decision point while providing the Marine Corps more return on investment on fully trained and capable Marines.
3. Eligibility Requirements.
3.a. First Term Marines in the Fiscal Year 2024 (FY24) cohort are authorized to submit for reenlistment during the Fiscal Year 2023 (FY23) Enlisted Retention Campaign and be eligible to receive all FY23 reenlistment incentives per reference (a).
3.b. ERA eligibility will vary by Primary Military Occupational Specialties (PMOS) based on the needs of the Marine Corps.
3.c. FY24 computed Tier 1 Marines in the following PMOS are eligible for early reenlistment: 0111, 1341, 1345, 2131, 2311, 3051, 3531, 7041.
3.d. FY24 computed Tier 1 or Tier 2 Marines in the following PMOS are eligible for early reenlistment: 0331, 0411, 0431, 0811, 1142, 2171, 2621, 3043, 3152, 3451, 4133, 4512, 5512, 5811, 5952, 5974, 6046, 6174, 6218, 6258, 6324, 6326, 6337, 6338, 6469, 6531.
3.e. FY24 computed Tier 1 through Tier 3 Marines in all other PMOS are eligible for early reenlistment.
3.f. The following PMOS will accept Tier 1 through Tier 3 Marines for lateral move with early reenlistment: 0211, 0241, 0321, 0372, 1721, 1751, 2336, 2631, 2651, 3044, 4133, 4821, 5821, and 7257.
3.e. Marines seeking early reenlistment must meet all reenlistment prerequisites in accordance with reference (b). Marines that do not meet reenlistment prerequisites will be required to receive a positive endorsement from the Commanding General for a waiver of reenlistment prerequisites.
4. Coordinating Instructions.
4.a. Marines may begin submitting for early reenlistment beginning 1 December 2022 and can expect to receive responses expeditiously with priority given to historically under-submitted PMOSs. The early reenlistment program will close on 28 April 2023 or upon execution of allotted boatspace quotas.
4.b. Marines who are approved for early reenlistment will rate the FY23 Selective Retention Bonus Program (SRBP) incentives. FY24 Marines approved under the ERA will be ineligible for FY24 SRBP incentives.
4.c. Marines who apply and are approved for early reenlistment that rate a Duty Station Incentive will be required to complete currenttime-on-station requirements before they are eligible to receive Permanent Change of Station Orders.
4.d. Contract lengths will be 48 months in addition to the remaining time on their current contract in order to allow Marines to maximize their time-in-service as well as ensure they receive the maximum fiscal incentives.
5. Routing Procedures
5.a. Marines seeking early reenlistment are required to submit a standard reenlistment/lateral move request IAW reference (b), to include a favorable recommendation from their Commanding Officer.
5.b. Marines submitting for the FY24 ERA are eligible to submit for the FY24 Headquarters Marine Corps Special Duty Assignment (SDA) Volunteer Period per reference (c). These Marines must submit an SDA w/ Reenlistment request via TFRS.
5.c. Upon receipt of a positive endorsement from the Commanding Officer, the reenlistment request will be routed to CMC (MMEA) via the Total Force Retention System (TFRS) for adjudication.
5.d. If a Marine does not receive favorable endorsement from their Commanding Officer, they will be required to submit for reenlistment during the FY24 Enlisted Retention Campaign beginning on or around 7 July 2023. Requests without a favorable endorsement will be returned with no action taken and therefore are not required to be submitted to CMC (MMEA) via TFRS for adjudication.
6. All early reenlistment authority approvals will count against FY24 boatspace authorizations and will count towards the FY24 Command Retention Mission
7. This MARADMIN is not applicable to the Marine Corps Reserve.
