GENTEXT/REMARKS/
1. The purpose of this MARADMIN is to solicit qualified Marines to apply for lateral move into primary MOS 0211, Counterintelligence/Human Intelligence (CI/HUMINT) Specialist for Fiscal Year 2019 (FY19). The 0211 MOS has been categorized by Manpower and Reserve Affairs (M&RA) as a critical career force skill shortage. The demand for qualified Marines to lateral move to this MOS will remain high for the foreseeable future.
2. CI/HUMINT Specialists are certified to perform sensitive and complex intelligence operations in support of mission objectives. They must be able to identify threats posed by hostile intelligence organizations or by persons engaged in espionage, sabotage, subversion, or terrorism; collect information of intelligence value through interrogations, debriefings, screenings, and liaison operations; and deploy with a Marine Air-Ground Task Force (MAGTF), other Services, and interagency partners to protect personnel, property, and national security information.
3. CI/HUMINT Specialists undergo extensive training, operate both independently and as part of CI/HUMINT Detachments (CHD) in support of the MAGTF. During their career, CI/HUMINT Specialists may be assigned to marine Corps Forces Special Operations Command, Defense Intelligence Agency, Naval Criminal Investigative Service, Combatant Commands, and other external specialized billets. Marines selected for specialized billets may receive additional training sponsored by other government agencies or the other Services.
4. Marines in this MOS have increased opportunities for deployments and to directly contribute to the success of the Marine Corps mission. While the requisite technical and operational skills are learned through training, CI/HUMINT Specialists must have outstanding interpersonal skills which enable them to interact with a wide variety of people under any circumstance. Intellect, flexibility, creativity, and knowledge of culture are invaluable traits of CI/HUMINT Specialists. The MOS is a unique field that requires a layered depth of character, morality, and maturity, with the mission success relying heavily on interpersonal skills. Accordingly, Marines who apply for lateral move must have first proven themselves as high-quality Marines.
5. Marines approved for lateral move by M&RA will execute permanent change of station or permanent change of assignment orders to an Intelligence Battalion to complete Pre-Resident Training (PRT). Upon successful completion of PRT, Marines will attend the MAGTF CI/HUMINT Course, Marine Corps Intelligence Schools (MCIS), located in Virginia Beach, VA. FY19 Marines choosing to reenlist into the 0211 PMOS may rate a substantial lateral move reenlistment bonus. First term Marines electing to reenlist on a 72 month contract may receive 90,000 dollars in bonus pay. For further details on Selective Retention Bonuses, refer to MARADMIN 370-18.
